When things need to be fixed and there is no way to do it, the government calls the the fixer.  

Ex special forces soldier, Mark Farmer finds himself in jail with no way out.  Until one day a state department guy walks in and makes him an offer he can't refuse.  From time to time there are people in the world that are just evil and untouchable.  Mark becomes the guy that fixes that.  Each problem solved by making it look like something no where near a government hit.  The Fixer is a a specialist not just a hired killer.
